For one piece of music, which viewers may hear on the air for as short a period as 40 seconds, permission is supposed to be granted by the record company, the publisher, the artist or the producer. However, other arrangements are often made. According to Days music supervisor, Amy Burkhard, "In daytime TV, we pay for a sync license, which means we pay only the composer. We don't pay the record company. We have some friendly record companies and publishers that just want their stuff promoted." She notes that the release of Chris Isaak's "Wicked Game" to the "radio audience was [keyed to its] huge response from the show."
In addition to clearance to use the song, other conditions must also be determined. They must discuss how many times it's going to be used, if it will be used in the full-length and if only instrumental tracks will be used. According to Burkhard, most songs run an average of $750 for one-time use. If a song is repeated, a new negotiation and fee are usually required. If a company really wants their song used, Burkhard says they can usually get a deal on it.
More than anything else, soaps choose music to
help a storyline along, not just to provide fluff.

In the early years of Days (60s and 70s), most tunes used on the show were part of Columbia Pictures' music catalog. Columbia Television owns Days and therefore the show could use those songs for only $1, unlike the hundreds they might need to pay to use other songs. This meant lots of showtunes were used in those days. It also explains why Doug sang "The Look of Love" to Julie more than 70 times.
