 Over the years, there have been many people serving in key roles as leaders of Salem. Many of them are outlined here:

Tom Horton Sr.

was appointed by Greg to succeed him before he left for Chicago. He stepped down in 1990 and recommended Neil Curtis for the position

nominated by Tom Horton to replace him as COS

July 1, 1998-1999

Michael Horton

became COS after running against Craig Wesley, but his reputation was tarnished by Craig and nurse Ali McIntyre, who filed a sexual harrassment lawsuit against him, nearly causing him to lose his job

Alex Marshall

elected in the 1986 election, thanks to some ballot swapping by Savannah Wilder

Doug Williams

was found to be the true winner in the election vs. Alex and took over the position after Alex was ousted

Mayor Arthur Shepard

was mayor during the Salem community events in the fall of 2002, which coiincided with the first anniversary of September 11

Spring, Summer 2003

The corrupt Salem Mayor was consulting with DA Carson Palmer in spring and summer 2003. Shawn served a subpoena to the mayor, while working in Mickey's law office. The Mayor was hanging out at Club Echelon on a regular basis and was clearly corrupt. He planned to head out of town, but Shawn caught him, heading out from the pier. Shawn threw a baseball at him, then jumped in the water to go after him. The mayor was then arrested, while dripping wet.

Roman Brady

when Roman came back to Salem, he immediately claimed the life John Black had created for him. However, in subsequent months, Commissioner Samuels demoted him, saying the job wasn't truly his. It didn't help that Roman used illegal methods to bring down Rafi Torres.

April 1992-September 2003

Abe Carver

became commander when the real Roman Brady was demoted, since he wasn't the one who became commander (it was John who had earned that title as Roman)

when Abe was in the hospital, Commissioner Samuels temporarily appointed Roman to the job

• in 1990, he refused to let Bo be with his family at Christmas, after he was put in jail for being the Riverfront Raider
• in 1992, he demoted Roman and promoted Abe
• in 1996, he told Abe that Marlena was dead after her plane wreckage was found, and he subsequently closed the case in search of her

Commissioner Gordon

• in 2004, Marlena referred to him when she was in prison, saying he'd be very upset if he knew how the cell block was being run.

 

Salem's Government

1984

Larry Welch

Lt Govenor.... Larry's campaign was backed by the Cartel, a criminal organization that was run by Max Hathaway (so it was appeared, but it was really run by Stefano). Shane Donovan went undercover as Larry's bulter to expose the Cartel. Larry's connection to the Cartel was then revealed and he was forced to step down.

1987

Harper Deveraux

when Harper appeared in Salem, he was already a senator, who spent the majority of his time in Washington, D.C. He lost this position after he was arrested as the Riverfront Knifer.

January 1988

Jack Deveraux

soon after Jack arrived in Salem, he ran for State Assemblyman. He busily campaigned with new wife Kayla at his side. The night he won the election was the night he raped Kayla.

ran for a seat on the State Senate.

1988

Mickey Horton and Jack Deveraux

the two ran for senator to take over Harper's seat, after he had been discovered as the Riverfront Knifer. Neither won. The position went to Jane Dobbins.
